Spawners cannot be obtained in Survival, even with Silk Touch. you simply put a torch on top of the spawner and on all four sides. You can surround the spawner with torches and the spawner will deactivate.
How do you stop a spawner without breaking it? Mining (destroying) a spawner block gives 15–43 points of experience as orbs.
